Why Views Are Not Counting & Low Earnings

Hello i've sent an adfly link to a friend who still lives in italy and he said he's done what i said to reach my site. He was on pc and with js/cookies enabled i guess. The views are counting, but so far i've got

As seen from yesterdays data, I had 495 unique views of of a 508 total. So, Almost all of my traffic are uniques.
How can I have a CPM $0.40?

Just for an example's sake...
Brazil being the country with the most clicks (monthly) has a real CPM $0.1766
This is nowhere near the published rates!

Can someone explain why my CPM rates are so low?
It seems to me like something must be horribly wrong here?

I post my images in a celebrities forum (in english and in spanish) with the "easy link" tool.
The posts i made in the forums are like 60 or more views, but i dont have any hits?

I mean, the people just see the thumbs but does not click on them ? or what?
Some posts of my forum have 174 Views or more, but i dont see anything in the stats in here.

...so what you're saying is you can't reliably count view counts without those prerequisites met on the clicker's end?

Must have JavaScript enabled.

Must have Flash enabled.

Must have Cookies enabled.

Must view the advert for at least 5 seconds.

Must not be using a proxy server (unless we have advertisers wanting this traffic).

Must not have viewed more than 5 links already that day.

Must be an advertiser willing to pay for traffic from their country.

What if you just only want view/click count and don't really care for being paid or not with this service?
